In this exercise, you will make recommendations to a member of Congress on how to allocate funds for the national budget. This assignment will require you to work individually as well as with a partner. You may work with one of your classmates, or you may work with someone else that you think will be able to help you complete the steps in this activity.
Use the Find a Partner Discussion Board to find a partner in the class to work with.
Identify a state and select an elected official of either the House of Representatives or the Senate. Suppose you are a senior advisor to this member of Congress. You have asked to make recommendations on how to allocate $100 billion of the national budget. You must divide this money among the following five categories:
Education: public schools, vocational education, higher education
Transportation: highways, airports, waterways, mass transit
Health and Welfare: Medicaid, food stamps, job training, child development programs, mental health programs
Environmental Protection and Cleanup: monitoring sites, reviewing environmental impact statements, clean air and water programs
Law Enforcement and Crime Control: state police, prisons, probation and parole officers, child and adult protective services
Write a brief, half-page report in “Step 01” of the “Part 2: National Budget Recommendations” section of your worksheet in which you explain your recommendations for allocating the entire $100 billion. You should have a total dollar amount attached to each of the five categories listed in bold print above. Note that while you do not have to allocate money to the specific areas listed after each category though you may if you think it will help you make the best recommendations.
Share your report with your partner and discuss how he or she thinks the money should be allocated. Work together to reallocate the money in a way that you both would agree would be the best for the nation and for the state or district that your member of Congress represents. Write a brief, half-page report in “Step 02″ of the ” Part 2: National Budget Recommendations” section of your worksheet in which you explain your combined recommendations for allocating the entire $100 billion.
Write a summary paragraph in “Step 03” of the “Part 2: National Budget Recommendations” section of your worksheet in which you briefly report on what you learned from your discussion with your partner. Explain why you made any revisions to your initial budget recommendations.
Part 3
Watch a floor session of Congress for at least half an hour on C-SPAN. If you do not have cable or satellite you can access the live feed of session on the C-SPAN (Links to an external site.) website.
Watch at least half an hour of the British Parliament’s question time on C-SPAN. You can find these sessions archived at C-SPAN (Links to an external site.). There are several from which you can choose from.
Compare the two legislative bodies in a 1–2 page paper (12-point font, double-spaced) in the “Part 2: CSPAN Analysis” section of your worksheet. Pay particular attention to body language, speech, seating arrangement, tone, etc.
Part 4
Visit the Web page of a United States Representative or United States Senator. (You should be visiting someone who works on the federal level, not state or local.) Find out what the office does, how much staff it maintains, and how the legislator spends his or her time. Does the office offer constituent services? Take opinions from constituents? Participate in community events?
Write a letter to the member of Congress you selected (using the option on their page). Copy that letter and paste it in the worksheet.
